23/05/2001 - Internet Explorer won't use proxy setting in dial up mode
The LAN Setting button on Internet Explorer's Internet Options dialogue only affect the LAN, not the dial up settings. To add a proxy for dial up use, click on the dial up item in the list, and click the settings button beside the list. Enter the proxy settings here.
